臺當局為收買人心竟不惜動用財政，給每位居民發放2300元人民幣

Taipei, Oct. 23—The Executive Yuan announced Thursday evening that a universal cash handout of NT$10,000 (US$330) could be available as early as Nov. 12, following the promulgation of a newly passed bill by the Office earlier in the day that provides funding for the program.

臺北10月23日消息，臺灣地區當局行政辦公室周四(10月30日)晚間宣布，將向臺灣居民每人發放新臺幣1萬元(330美元，譯者注：約人民幣2315元)的現金補助，補助最早可能于11月12日開始發放。10月23日當天，臺灣政務部門辦公室通過一項法案，為該補助項目提供資金。

Taiwanese citizens and eligible foreign nationals will be able to register on a dedicated website for the one-off cash payment on Nov. 5, Chen Po-cheng (陳柏誠), director-general of the National Treasury Administration of the Ministry of Finance, told a press conference at 8:30 p.m.

臺灣地區財政部門的陳柏誠于10月23日晚間8時30分舉行的記者會上表示，臺灣地區居民及符合資格的外籍人士將可于11月5日在專用網站上登記領取這筆一次性支付的現金。

Under the rules, from Nov. 5-9, online registration for the cash handout will be conducted in stages based on the last digit of the applicant's National ID number or Alien Resident Certificate (ARC) number. Starting Nov. 10, registration will be open to everyone, regardless of the last digit of their ID or ARC number.

依規定，11月5日至9日，將依申請人身分證或外僑居留證號碼末位數字，分階段進行在線登記。自11月10日起，不論身分證或外僑號碼末位數字為何，所有人均可開放登記。

Those who opt to receive the money by registering online for a direct deposit could receive it as early as Nov. 12, Chen said. Alternatively, individuals can withdraw the payment from ATMs starting Nov. 17 or pick it up at a post office from Nov. 24 by showing an NHI card and Taiwan ID or residence certificate, for themselves or someone they are collecting it for, he said.

陳柏誠表示，選擇在線登記直接匯款入賬者，最早可于11月12日收到款項。陳柏誠說，另外，居民也可自11月17日起至自動柜員機領取，或自11月24日起持健保卡及臺灣地區居民身分證或居留證明，至郵局領取本人或代領人的款項。

For those covered by government-run pension or social welfare allowance programs, the payment will be automatically deposited into their account starting Nov. 12, according to the Executive Yuan.

臺政務部門表示，參加政府公營退休撫恤或社會福利津貼計劃者，將自11月12日起自動匯入其賬戶。

In addition to Taiwan citizens, non-registered nationals with residence permits, foreign permanent residents and foreign spouses of Taiwanese citizens with residence permits also qualify for the handouts, under the same rules that applied to the NT$6,000 cash handout distributed in 2023.

除了臺灣地區居民外，未注冊居民但持有居留許可的外籍人士、外籍永久居民，以及持有居留許可的臺灣居民外籍配偶，也符合發放資格，適用與2023年發放新臺幣6000元現金補助相同的規定。

The deadline to receive the payment is April 30 next year, while parents of babies born in April next year have until May 22 to collect the cash, considering the time needed to prepare the babies' birth certificates.

領取款項的最后期限為2026年4月30日。考慮辦理新生兒出生證明所需的時間，明年4月出生的嬰兒父母領取補貼的期限為2026年5月22日。

The cash handout program is part of a NT$570 billion special package approved by the Legislature on Oct. 17, aimed at providing financial assistance to businesses and individuals affected by U.S. tariffs on Taiwanese exports.

這項現金發放計劃是臺當局法務部門10月17日批準的5700億元新臺幣特別預算方案一部分，旨在為受美國對臺灣出口產品關稅影響的企業及個人提供財務援助。

The Office promulgated the bill Thursday evening, with it coming into immediate force.
